Arqam Foundation, the parent institution, was established in 1988. Educational Reforms Movement was launched in 2001 as operational wing of the Foundation. The Movement has been reregistered with Government of Pakistan as an educational welfare Trust. The objective of the Foundation and Trust is to reform education in Pakistan. The reformation agenda of the Trust is that the modern/general education should be blended with religious education and values; and religious education in Deeni Madaris (Traditional Religious Schools) should be blended with modern knowledge in an environment of glasnost and tolerance for others. The Trust also intends to establish model educational institutions both for general and religious education based on the principle of integration in place of dichotomy.
The Trust has been discussing its plans and programs with Justice (R ) Khalil-ur-Rehman (Supreme Court of Pakistan), Haji Inam Ilahi Asar (founder Director of Hijaz Welfare Hospital Gulberg, Lahore), Mujib-ur-Rehman Shami (Chief Editor, Daily Pakistan) and Justice ( R ) Dr. Munir Ahmad Mughal (Lahore High court) and have their patronage.
The Trust is headed by Prof. Dr. Muhammad Amin (Chairman, Department of Islamic Thought and Civilization, University of Management and Technology, Lahore), Prof. Dr. Mehr Saeed Akhtar (Punjab University), Mirza Aziz Ahmad (ex. Principal International Islamic School Abu Dhabi), Prof. Dr. M. Tahir Mustafa, Prof. Malik Muhammad Hussain, Prof Waqar Ali, Dr. Amjad Waheed and Muhammad Khabbab (Senior Soft Ware Engineer).
Fortunately, the Trust enjoys the support and goodwill of prominent traditional Ulemas/Madrasa Administrators belonging to all schools of thought and Trust Advisory Panel consists of Maulana Fazl-ur-Raheem (Jamia Ashrafia), Mufti Muhammad Khan Qadri (Jamia Islamia, Johar Town), Hafiz Abdur Rehman Madni (Jamia Rehmania, Garden Town) and Maulana Abdul Malik ( Jamia Markaz Ulum e Islamia, Mansura).
In 2007 the Trust established Safa Institute, as its pilot project, to complement the deficiencies of the existing educational streams of Madrasa education and westernized modern institutes.
